About the Referee Camp at Rice University


  • The referee camp is held in conjunction with a high school team camp in Tudor Fieldhouse on the campus of Rice University, in Houston, Texas
  • Now in its’ 34th year, this teaching camp is designed to improve the skills of high school officials, reinforce officiating fundamentals, and develop game management techniques 
  • An attractive learning and development environment for high school officials who wish to maximize their potential and aspire to move up the high school and college basketball officiating ladders
  • Excellent game competition - varsity high school level teams  which provides a better teaching and learning officiating experience - the teams actually run plays!
  • Camp starts Friday afternoon with classroom instruction 
  • Classroom instruction and guest speakers on Saturday and Sunday coordinated with officiating games
  • Excellent training and instruction by quality and knowledgeable NCAA, NBA, NBA G League, successful high school officials, and guest lecturers at a very reasonable price
  • Learn what it takes to be successful and get to the next level – regardless of your current officiating level 
  • Three-person mechanics in all games
  • All officials will officiate games each day with performances being critiqued & evaluated
  • All officials will have the opportunity to work at least one video-reviewed game
  • Critiques & evaluations are based on each official’s respective ability and experience
  • Individual attention given to each official regardless of their current ability level
  • Learn the correct and approved high school rules, mechanics & officiating techniques
  • Learn techniques used by successful NCAA and NBA officials that you can use in high school games  
  • Over a dynamic weekend, you will sharpen your officiating skills, expand your professional network, and celebrate the spirit of continuous improvement
  • The camp emphasizes mastering the basics and fundamentals as the foundation for advancement - you will be prepared for your next game, the next camp, and next season
  • Fox40 whistle, Smitty referee shirt, and  instructional materials included in tuition
  • Lunch provided on Saturday and Sunday

  • The overall course of instruction covers mechanics, communication, game management, and professional development.

The referee camp at Rice University is designed provide high level education and training for high school officials.  Whether you seek to improve your skills as a high school varsity official or are preparing to move to the next level, the camp’s instructors and the overall course of instruction will provide you with the training to help you reach your goals.

STEVEN ELLINGER


Steven has been the director of the basketball referee camp at Rice University for the past 34 years. He worked for the NBA G League as a referee development advisor. He currently teaches a class for high school officials in Houston. He previously worked as an observer and game reviewer for the NBA, WNBA, Big 12 Conference,

STEVEN ELLINGER


Steven has been the director of the basketball referee camp at Rice University for the past 34 years. He worked for the NBA G League as a referee development advisor. He currently teaches a class for high school officials in Houston. He previously worked as an observer and game reviewer for the NBA, WNBA, Big 12 Conference, Conference USA and Southeastern Conference. Prior to coming off the court he officiated at the small college, NCAA

 Division I, international, and high school levels.

Steven coordinates a group of video reviewers for the American Athletic Conference as well as serving as a video game reviewer for the Big 10, Summit and  Mountain West conferences.

Steven also works as a contract mediator for the U.S. Postal Service mediating employment disputes. He is a graduate of Fairleigh Dickinson University and South Texas College of Law Houston, a native of Wantagh, New York, and currently resides in Austin, Texas, with his mini-goldendoodle, Choo Choo.

STEVE OAKES


Steve is a former NCAA men’s basketball official for multiple conferences.  He previously worked as a game reviewer for the Atlantic Sun, Big 12, Southeastern and Sunbelt conferences. He currently works as a game reviewer for the American Athletic Conference.

Entering his 40th year in officiating, Steve currently leads and overs

Steve is a former NCAA men’s basketball official for multiple conferences.  He previously worked as a game reviewer for the Atlantic Sun, Big 12, Southeastern and Sunbelt conferences. He currently works as a game reviewer for the American Athletic Conference.

Entering his 40th year in officiating, Steve currently leads and oversees a large logistical officiating team at one of Houston’s largest public-school districts. 

A graduate of Stephen F. Austin State University, Steve is the Executive Director of Logistics for the Aldine Independent School District in North Houston.
